**SOLIDARITES INTERNATIONAL (SI)** is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

## The mission

Solidarités International operates in Syria to address the urgent needs of populations affected by years of conflict, displacement, and economic collapse, while strengthening their resilience. Following the fall of the Assad regime, the context remains highly fluid, with shifting governance structures, uncertain security dynamics, and evolving humanitarian access constraints, requiring continuous adaptation of operational approaches.

The mission implements multi-sector programmes in WASH, Food Security & Livelihoods, Shelter, and Cash-Based Assistance, combining emergency response with early recovery. In Northeast Syria (Hassakeh and Raqqa), SI operates in a complex environment marked by damaged infrastructure, limited access to basic services, and persistent vulnerabilities.

## Job description

**GENERAL OBJECTIVES :**

The North East Syria (NES) Field Coordinator has the role of delegated from the CD for NES.
He/she proposes a area strategy according to the geopolitical and humanitarian context, and ensures its implementation once validated.
He/she checks and ensures that projects are carried out in accordance with the Solidarités International charter, respecting all internal and contractual procedures
He/she mobilizes the material and financial resources necessary for programs to run smoothly and supervises resource management.
He/she coordinates the teams in place and is responsible for their security in his/her assigned zone.
He/she is the Country Director’s direct contact and representative.

**PRIORITIES ON THE 2-3 FIRT MONTHS :**

Lead base-level right-sizing and restructuring efforts – Conduct rapid review of structure, staffing, and costs; propose and initiate adjustments in line with funding and priorities, ensuring fair and compliant HR processes
Stabilise teams through structured change management – Provide clear communication, role clarification, and prioritisation to maintain continuity and reduce disruption
Align base systems and ways of working with Country Office standards – Ensure operational, programmatic, and support processes are consistent with CO objectives and procedures
Strengthen delegation and accountability within the base team – Clarify roles, reinforce ownership at manager level, and reduce unnecessary escalation
Ensure continuity and quality of programme implementation during transition – Maintain oversight of WASH, FSL, and CVA activities to ensure compliant and relevant delivery

**SECURITY CONSTRAINTS :**

In Northeast Syria, particularly in Hassakeh and Raqqa, the Field Coordinator operates in a relatively permissive but highly unpredictable security environment, where risks are less about daily incidents and more about sudden deterioration. Key constraints include shifting control and influence of local authorities and armed actors, the presence of sleeper cells and asymmetric threats (IEDs, targeted incidents), and periodic military escalations or cross-border tensions that can rapidly impact access and movement. In addition, bureaucratic constraints, checkpoints, and movement restrictions can affect operational continuity. The Field Coordinator must therefore ensure strong security analysis, contingency planning, and adherence to SOPs, while maintaining acceptance with stakeholders and balancing programme continuity with duty of care for staff.

## Your profile

DIPLOMAS : Bachelor’s degree in Relevant Field

EXPERIENCE IN THE HUMANITARIAN SECTOR : minimum 5 years

EXPERIENCE ON SIMILAR POSITION : from 0 to 2 years

TECHNICAL SKILLS :

1\. Experience of multi-department team management

2\. Experience in security management in unstable contexts

3\. Excellent understanding of sub-office management, including financial, HR, log and project cycle management

TRANSVERSAL SKILLS :

1\. Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities. Must be organised and efficient.

2\. A sound understanding of the importance of gender.

3\. Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.

LANGUAGES :

1\. English necessary

2\. Arabic would be an asset

## SI will offer you

**A salaried position:**
**According to experience,** starting from EUR 3080 gross per month (2800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

**Breaks:** During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

**Insurance package:** Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

**Living conditions:** The compound in Raqqa consists of 1 compound with 3 buildings next to each other, enough inside space to organize events with staff. While the curfew in the late evening and the impossibility to walk in some areas the city pose some limitations, the increasing restaurants and services in Raqqa provide enough solutions to go out and meet other NGOs in green settings. Additionally, the area guarantees a good variety of local and imported products, and whatever is missing can easily be bought in Erbil during the regular car movements.
