## **Basel Institute on Governance**

Established in 2003 in Basel, Switzerland, the Institute works with partners worldwide to advance knowledge, practice and policy on anti-corruption, asset recovery and business integrity. With field operations worldwide, it has some 150 staff covering 32 nationalities. The Basel Institute is an Associated Institute of the University of Basel.
The Basel Institute’s Green Corruption programme focuses on applying our in-house expertise and experience in preventing corruption and enforcing anti-corruption and anti-money laundering standards in the environmental sector. The programme covers corruption and financial crime related to the illegal trade in wildlife, forestry and timber products, fish and mining, as well as governance challenges in the energy transition, carbon markets and critical minerals.
## **Job** description
The Basel Institute, together with partner organisations, is implementing Norway’s International Climate and Forest Initiative (NICFI) project. We seek to recruit a Specialist, Monitoring and Evaluation to lead the establishment, tracking and management of measurable achievements towards NICFI project targets. The M&E Specialist also supports the project’s communication and outreach efforts, transforming the collected achievements into accessible and compelling stories. In the event of project slippage against monitoring and evaluation targets, the M&E Specialist will offer early warnings to trigger adjustments of the project’s plan.
## **Key responsibilities**
- Establish a comprehensive M&E system that streamlines data collection, monitoring and reporting processes among different implementers of the project in project countries (Peru, Indonesia and global-based activities).
- Ensure that the M&E plans of all project implementers are in line with NICFI’s overall Strategic Framework and MEL guidance, and contribute the necessary data.
- Review and verify grantee and subcontract milestone deliverables for claims of achievement, and log supporting evidence into the Basel Institute on Governance system.
- Manage the M&E evidence files (hard and soft copy) and corresponding logbook, in order to organise and maintain effective and consistent data flow.
- Utilise M&E data to produce initial basic analyses (trends, graphs, anomalous results, etc.) as requested by the Basel Institute on Governance, NORAD or (if applicable) the Norwegian Embassy to Indonesia and Peru.
- Provide quarterly M&E narrative reports, results tables and graphics for review by the project lead and the project team in a timely, technically valid and high-quality manner.
- Suggest additional useful analyses and carry out research or supervise a short-term Technical Advisor as assigned.
- Support the conduct of periodic data quality reviews upon request.
- As needed, propose updates to the Monitoring, Evaluation and Knowledge Plan, including the performance indicators at least two months before the start of every project year.
- Manage the repository of tools, guidelines and reference documents for M&E and other materials.
- Provide training to project staff and/or grantees on M&E, performance indicators and how to collect the needed data. Follow up to ensure that technical staff submit the required data for all performance indicators in a manner that is technically correct, accurately reflects field realities and meets quality standards.
- As needed, produce case studies, success stories and/or change stories on focused areas of the project’s intervention to document key lessons learned or successful approaches to challenging situations.
## Qualifications and skills
- University graduate in communications, project management, business, development studies or equivalent field
- Minimum of 10 years’ experience in the field of monitoring, evaluation and learning
- Demonstrated knowledge of the M&E indicators, approaches and requirements of the Norwegian Agency for Development Cooperation (NORAD), with at least three years’ experience managing M&E systems for NORAD programmes, would be an asset.
- Experience with project communications, including success stories and quarterly reports
- Languages: Excellent spoken and written English
- Strong analytical skills, with a demonstrated ability to tackle complex issues
- Strong interpersonal skills and an ability to work as part of a team
- Ability to strictly adhere to deadlines
- Experience working on M&E with multiple sub-grantees at national and international level is an advantage.
- Experience with governance programmes or a good understanding of Indonesia’s and/or Peru’s governance situation is a plus.
