**Background:**
Global Communities is an international non-governmental organization with more than 40 years of experience delivering humanitarian assistance in complex crises. Operating throughout northern Syria, we implement a principled, community-centered response in partnership with trusted Syrian NGOs. Global Communities now contributes to Syria's post-conflict recovery through area-based approaches that promote durable solutions for the displaced populations and social cohesion in the communities of return.
**Responsibilities:**
The overall responsibility of the Senior Program Field Officer will be supporting Global Communities’ Engineering programming in Syria by assisting the Engineering Team in the overall implementation of the projects in Northern Syria, the Senior Program Field Officer will report to Shelter Coordinator. S/he will be responsible for supervising, monitoring, and evaluating the implementation of the shelter and infrastructure projects in accordance with Global Communities principles and guidelines.
***The Senior Program Field Officer is responsible for the following:***
1\. Support the Engineering team in developing the quality control plan for Shelter and Settlements activities.
2\. Provide technical input to program planning, implementation, and evaluation for Shelter and Settlements activities.
3\. Ensure quality control and assurance of Engineering Department activities and contribute to reports on project progress, challenges, and solutions.
4\. Support the development and monitoring of work plans and activities implemented by contractors.
5\. Monitor Engineering activities to ensure alignment with project proposal, implementation plan, budget, and donor and Global Communities regulations and requirements.
6\. Supervising the field team in conducting assessments, FGDs, and community engagement in the field and data collection from any accessible source.
7\. Prepare sitreps, internal reports and any other reports as required.
8\. Monitoring and reporting on project activities using project management and monitoring tools.
9\. Review and support the preparation of the technical construction drawings, bill of quantities and materials, as well as technical specifications for engineering-related activities are in high quality.
10\. Support the team and partners in project cycle management (design, implementation, MEAL..).
11\. Ensuring the field team and subcontractors compliance with GC’s policies, guidelines, and standards.
12\. Maintain working relationships with internal and external stakeholders.
13\. Support the field-level coordination with all the humanitarian actors, ensuring no overlapping in the activities, and the coordination with the relevant stakeholders when needed.
14\. Other relevant tasks assigned by the supervisor as required.
**Education and Training**
• Bachelor’s degree in engineering (Preferably, Civil Engineering or Architect)
• Five years of relevant experience with university degree may be considered as equivalent of engineering bachelor’s degree.
• Applicants can be qualified with a bachelor's degree in a relevant field, or a combination of higher education and work experience as mentioned earlier.
**Experience**
• Demonstrated familiarity with engineering rehabilitation projects, public utilities and facilities, and construction works, with relevant experience in ERL, Shelter, and WASH programming.
• Minimum of five years’ work experience working directly for I/NGOs, preferably in relevant fields,
• Previous experience in field supervision or team support is desirable.
• The applicants should have good written and verbal English and Arabic skills.
• Strong organizational and collaboration skills required
• Ability to work independently and be self-directed, as necessary.
• Must work properly as a team player.
• Knowledge of humanitarian practices and principles.
• Strong interpersonal skills including communication, active listening, and negotiation skills.
**Technical skills**
• High analytical and reporting skills.
• Strong planning, coordination, and reporting skills.
• Ability to solve problems in the field with suppliers and beneficiaries.
• Must be computer-literate, particularly in programs such as MS Word, MS Excel and MS Outlook.
**Other Qualifications**
• Ability to work well in unstable and frequently changing security environments.
• Willingness to work from the field and visit the implementation locations (at least two days per week).
• Excellent command in archiving and documentation.

• Good command of spoken and written English.
