## Department Introduction:

The Preparedness and Climate Action Department (PCA) of ADPC focuses on enhancing the preparedness and climate action capacities of governments, response organizations, volunteers, non-governmental organizations, the private sector, communities, and other traditional and non-traditional actors within the Disaster Risk Management and Climate Resilience Ecosystem. It emphasizes the importance of locally-led adaptation strategies as a critical component of effective climate action. The department strives to strengthen the capacity of institutions and at-risk communities to achieve a faster and more efficient recovery from climate-related disasters. PCA works collaboratively with these actors to ensure that regional, national, subnational, and local disaster preparedness, response, recovery, and climate action frameworks are developed and implemented, prioritizing climate resilience and adaptation well before any disaster occurs.

## Statement of Intent:

ADPC is expanding its programmatic engagement in India to support national and subnational stakeholders. Through its collaboration with government institutions, development partners, regional organizations, and other stakeholders, ADPC implements a range of programs and initiatives that aim to enhance institutional capacities, promote risk-informed development planning, and support preparedness, response, recovery, and climate action.

To support the effective implementation, coordination, and expansion of these initiatives, ADPC is seeking a Program Manager based in New Delhi, India. The Program Manager will oversee the planning, implementation, coordination, and monitoring of ADPC programs in India and contribute to the development of new initiatives aligned with ADPC’s strategic priorities.

The role requires strong program management, partnership development, and stakeholder coordination skills, particularly in working with government agencies, development partners, academic institutions, and other national stakeholders. The Program Manager will ensure that programs are implemented effectively, meet donor and institutional requirements, and contribute to strengthening disaster resilience and climate action in India.

It is not the intent of this Position Description to cover every aspect of the position requirements, but rather to highlight the most critical areas of personal and joint responsibilities.

## Required Qualifications:

*Required Qualifications and Specifications*

- An MSc or higher degree in Disaster Management, Public Health, Economics, Natural Resource Management, or a closely related field is essential.
- At least 8 years of proven experience in program design, implementation, and M&E in the field of Disaster Risk Management in India. Working experience with Government agencies in India is essential.
- Previous experience in Disaster Risk Management and Recovery is essential.
- At least 3 years of experience working with an international organization.
- Proven experience in working with multiple donors, familiarity with donor requirements, donor reporting, and progress report submission is essential.
- Previous work experience in Asia would be an added advantage.
- Only Indian nationals are eligible to apply.

## Duties and Responsibilities:

Technical and Program Management

- Lead planning and implementation of assigned programs.
- Develop technical guidelines, tools, procedures, and protocols related to the programs being implemented in India.
- Manage and supervise program staff and consultants for smooth implementation in line with program plans/strategies.
- Develop and promote institutional cooperation and national partnerships with government institutions, local organizations, professional associations, academic and training institutions, and the private sector, among others, in India.
- Draft regular progress reports and updates to be submitted to the donor agencies and partners.
- Day-to-day coordination and liaison with Government partner institutions.
- Support the Unit Head and team in formulating and developing new programs and search for funding opportunities, avenues, and partnerships to mobilize additional resources.

Research and Knowledge Management:

- Provide strategic inputs in the research and knowledge management functions of the assigned programs.
- Guide the design, production, and dissemination of knowledge products such as process documents, fact sheets, brochures, project overviews, multimedia products (audios and videos), success stories/ impact stories, and other related materials.
- Guide the preparation and production of content for monthly electronic newsletters, including carefully curated articles, and preparation and production of briefing materials on the programs as needed/requested.
- Guide the development of background documents and toolkits to support advocacy, communication, and outreach, including social media toolkits for the assigned programs.
- Guide stakeholder outreach by planning and writing content for media, social media, and events.

Finance and Budget Management

- Work closely with the HQ Program Team and Program Support Services, including Finance, Human Resources, Administration, and Procurement units, as well as other program team members, in accordance with ADPC institutional policies and guidelines to carry out activities under the assigned programs.
- Guide country program teams in drafting project and activity budgets that align with the overall budgets of assigned programs.
- Manage program finances, including monitoring program budgets and reporting monthly financial statements, as well as reconciling assigned programs.
- Guide the timely submission of liquidation reports.

Monitoring and Evaluation:

- Close collaboration with M&E Lead, the Program Lead, and guide the M&E focal point/s for the assigned programs, ensuring all information and data/statistics are collected, updated, maintained, and shared through regular progress reports, program performance monitoring sheets, and donor reporting, including the development of data collection tools and templates.
- Manage and guide the program management team to monitor performance targets against agreed-upon M&E plans and work plans, and report progress on time.
- Supervise and guide the drafting and editing of technical reports, special reports, and other related program documents.

Staff / Consultant Management and Supervision:

- Provide guidance and set a clear direction for the program teams, aligning with established program strategies, goals, and objectives for identified programs.
- Provide regular, constructive feedback to inspire, motivate, and guide program teams through individual dialogues, team meetings, and established organizational performance assessment mechanisms. This feedback aims to improve individual professional performance and enhance team collaboration in achieving common goals and objectives.
- Support professional capacity building of staff and contribute to staff professional growth and development in the organization.
- Design and develop new interventions and program areas to expand preparedness for response and resilient recovery thematic areas of ADPC.
- Contribute to PRR strategies, programs, and overall work plans, and annual budgeting processes.

*Corporate Responsibilities*

- Provide technical inputs in developing training courses, workshops, and other capacity-building activities for other ADPC projects and activities.
- Conduct training and seminars to enhance the internal capacity and communications of ADPC staff.
- Proactively support other departments to increase uses of disaster preparedness and climate actions in ADPC projects and activities.
- Participate in technical and management meetings related to ADPC programs.
