**Program Background**
DT Global has been engaged by the Australian Department of Foreign Affairs and Trade (DFAT) to manage the next phase of Australia’s investment in strengthening the delivery of law and justice services in Papua New Guinea for a 4-year period to 31 December 2027.
Australia-Papua New Guinea Law and Justice Partnership (APLJ) seeks to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth.
The program aligns with the Government of Papua New Guinea’s (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’. Australia-Papua New Guinea Law and Justice Partnership (APLJ) will focus on three End of Program Outcomes (EOPOs):
**EOPO 1 – Community Safety and Access to Justice at the Local Level:** Communities in target locations, especially women, children, persons with disabilities, vulnerable people and those accused of sorcery, have improved access to selected justice and support services.
**EOPO 2 – Law and Justice Services Supply:** Responsible law and justice sector agencies increasingly provide selected inclusive, responsive, and accountable essential law and justice services in target locations.
**EOPO 3 – Leadership, Coordination and Accountability:** Responsible law and justice mechanisms demonstrate improved sectoral leadership and coordination of national and subnational law and justice services and improved sector integrity systems.

**The Role**
The People & Culture (Short-Term Adviser) will support the development and strengthening of APLJ’s P&C function. Since it’s beginning APLJ has grown from a staffing size of approximately 40 people to a projected size of 100 staff, all within the span of 2 years. With this transition, the needs of the program have grown substantially to more effectively support staff. Originally limited to Human Resources, APLJ has elected to reorganise the function to encompass a whole-of-organisation approach to supporting both locally-engaged and international staff. The P&C STA will provide strategic guidance and support to enable this transition.
The STA will report to the Deputy Team Leader and will provide advice and guidance to the APLJ People & Culture team, which consists of: a P&C Manager, a P&C Coordinator (to be hired), a Safeguards Coordinator, and two P&C Officers (one of which is still to be hired). Working primarily remotely with opportunities to travel to Papua New Guinea at regular intervals to provide direct guidance and support to the team, this role will be charged with developing systems and process to ensure the APLJ P&C team can effectively implement the functions of People & Culture.

**About You**
**Essential Skills, Experience and Knowledge**
· Tertiary qualifications related to human resources, business administration, international development, or another similar field.
· Strong technical background in a field related to the role, including human resources, organisational administration, operational management, or others.
· Demonstrated success in building supportive organisational cultures, including successes in staff development programs.
· Clear understanding of building successful and engaged staff culture with an eye toward being the “employer of choice”.
**Preferred Skills, Experience and Knowledge**
· Knowledge and understanding of managing international and Papua New Guinean workforces.
· Experience in facilitating transitions from human resources to people & culture functions within organisations.
· Experience working on international development programs.
· Flexibility and adaptability within the context of managing large and emerging workforces.
· Well-developed written and verbal communication skills.
