**SOLIDARITES INTERNATIONAL (SI)** is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

## About the mission

Myanmar, all projects (funding from ECHO, UNOPS, UNICEF, MHF, FCDO, CDCS, IFSAN, French Agence de l'Eau, French local donors). Large volume of grants (8, regular ones), covering Rakhine and the northern and central parts of the country. Participation to number of consortia of various international and national NGOs across bases, either as lead or sub-recipient.

In coordination, 30 positions, including 19 in the Programs department (3 under your direct management)
At mission level, 215 positions across 1 coordination and 2 operational bases

## About the job

**General objective:**

The DCD-Support contributes to the operationalization of SOLIDARITES INTERNATIONAL's (SI) country response by overseeing the logistics, HR, administrative, and financial departments.
He ensures the vision and direction of these departments in the face of humanitarian intervention challenges and is a key contact for Field Coordinators.
He is one of the final guarantors of compliance with SI's global internal frameworks and procedures and their appropriate adaptation to the challenges in the field.

**The main challenges:**

**Access challenges and remote management:** due to bureaucratic and administrative impediments, access to the country and, within the country, access to the areas of intervention remains a constant challenge to adapt to with impacts on completion of activities, budget consumption, implementation and control of internal procedures.

**Scope of programming:** with activities ranging from pure emergency response under various modalities to development activities implemented by SI, the scope of programming of SI Myanmar covers a wide spectrum, although focusing primarily on WASH, FSL and shelter & NFI. Number and diversity of consortia established and envisioned at country level (with divers types of partners) are requesting SI teams to improve its command and collaboration with Health, Nutrition and Protection responses.

**Partnership approach:** a strong focus is put on localization in all areas of intervention. This requires adaptation to new operational modalities, a strong support to local respondeers and the definition of a clear partnership strategy. That comes with the additional problematic that SI in Myanmar keeps combining direct and indirect implementation modalites, requiring support departments to constantly adapt to the risks and issues linked to each modality, at scale

**Priorities for the 2/3 first months:**

1. Review of individual support department strategy, action planning and sizing for 2026. Establish clear, tangible and realistic personal action plans for each of the managed head of department.

2. Support the Finance and Human Resources coordinators in stabilizing the Shared Costs methodology. Liaise with the whole SMT about revising organnogram sizing and planning

3. Localization process: Assess the needs and develop prioritized action plans regarding interactions of support departments with local responders (inc. budget planning and monitoring, review and control of procurement protocols

4. Based on the inalized programming strategies of the mission and at base level in close collaboration with the Country Director, the DCD-P and the 2 field coordinators, plan and monitor bases' set-up restructuring (orgCharts, key processes).

5. Internal audit: from recommendation of the latest internal audit (May 2024) and the work of the Ethics and Compliance department since, identify and priorities key internal processes at risk of non-compliance (both internal and vis-a-vis the operational and legal environment in Myanmar).

**Responsibilities and main activities:**

No major security concerns in SI office (coordination), both Rakhine and Northern parts of the country are in Security level 3, borderline 4, but remain largely inaccessible for expatriate given the visa situation. The position will be based in Yangon.
Remote management and adapted modalities require a strong application of digital/online security framework.

## Your profile

**Education / academic background:**

MSc in Humanitarian affairs, Finance, Operational services

- Experience in the humanitarian sector: 3 - 4 years
- Experience on a similar position: 2 - 3 years

**Specific skills and experience:**

**TECHNICAL SKILLS**

1\. Extensive knowledge about SI procedures across Finance, HR and Logistics

2\. Operational monitoring, internal audit and improvement of adhering to SOPs in highly constrained areas

3\. Experience in partnerships development (due diligence, capacities assessment and development)

**TRANSVERSAL SKILLS**

1\. Personnel management, capacity development of staffs under responsibility

2\. Leadership and sense of coordination (internal, external)

3\. Innovative and solutions oriented

**Language:**

1\. English (fluent - mandatory)

2\. French (strong asset) - number of Grants funded by French requiring communication in French to Paris

3\. Burmese (strong asset)

## SI will offer you

**A salaried position:**
**According to experience,** starting from EUR 3080 gross per month (2800 EUR base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 600.

SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

**Breaks:** During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

**Insurance package:** Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Living conditions in Yangon are very good with access to all necessary services and a good rang of both sportive and social activities
