INSO provides daily support to more than 1,500 NGOs operating in 24 of the world’s most insecure countries. **INSO Palestine**
The INSO has launched its Palestine programme in response to the ongoing crisis in the Occupied Palestinian Territories (oPT). Based in Amman, Jordan, and Jerusalem, this programme supports NGOs providing much-needed humanitarian assistance amid a complex safety and access environment. The team harnesses data and insights to provide timely analysis and coordination services to assist humanitarians navigating significant risks to staff and beneficiaries. As part of the INSO Palestine team, you will be playing an active and impactful role in assisting the delivery of aid to people in significant need.
We are seeking a qualified and experienced analyst and manager to join our team as **Deputy Director** with regular field activities and reports to the country director. The position is based in Amman with 50% presence in the occupied Palestinian territory.
**Job Summary:**
You will oversee all aspects of service delivery and play a key role in ensuring that INSO provides the best support possible to NGOs through services to beneficiaries in the humanitarian space. Specific responsibilities include implementation and monitoring of service delivery, management of the programme team and support to broader program strategy development and implementation. You also cover for the Country Director during their leave.
You will have a strong background in NGO safety and security, be outgoing, inquisitive and detail-oriented, and have significant experience building and leading high-performing teams. You should have the ability to analyse complex security issues and contexts. The Palestinian context particularly requires seasoned communicators with experience communicating with a range of stakeholders with a wide range of sensitivities and concerns. **Applications will be accepted until 24 March 2026.**
**Main Responsibilities:**
*Implementation & Monitoring of Service Delivery*
- Ensure delivery and quality of services of International NGO Safety Organisation to partners, including reports, incident monitoring, research, training, crisis support, and coordination activities.
- Oversee analytical outputs, databases, and compliance with service standards.
- Represent INSO’s mandate and support coordination, reporting, and evidence-based analysis of access challenges.
*Programme Management*
- Manage programme team including recruitment, mentoring, and performance management.
- Oversee research, data analysis, and reporting to guide NGO partners.
- Monitor programme indicators, support donor reporting and proposals, ensure policy compliance, and share lessons learned**.**
*Programme Strategy & Development*
- Support programme strategy, planning, and implementation with the Country Director; deputise when required.
- Implement internal policies, security guidelines, Code of Conduct, and Duty of Care.
- Maintain coordination and representation with NGOs, UN, donors, and external partners.
**Requirements**
*Essential:*
- 5+ years of experience in insecure/conflict-affected environments with progressive seniority and at least one year at a senior management level.
- Proven writing, editing, and analytical skills and a keen eye for detail - the position entails substantial report editing and reviewing.
- Significant leadership and staff management experience in a diverse multi-cultural setting.
- Good understanding of humanitarian safety practices and their application.
- Fluency in the English language, both written and verbal.
- Strong understanding of humanitarian principles.
- Graduate-level education in a relevant field.
- Excellent networking, diplomatic, and representative communication skills
*Nice-to have:*
- One year (recent) experience working in Palestine or a similar context with a humanitarian NGO and demonstrable understanding of the context.
- Experience in staff capacity development.
- Experience with NGO project management cycle, including donor reporting and relations.
- First-hand experience of crisis management.
- Prior experience in an inter-agency role.
- Existing information networks and/or local language skills.
- Detailed understanding of INSO mandate & services.

**Terms & Conditions:**
12-month renewable contract, €5,750 per month salary, 4 calendar days annual leave per month, and 7 calendar days of R&R every 2 months with a €1,250 R&R allowance each cycle, housing, global medical coverage (excluding USA) and AD&D insurance.
