**Context:**
The Project for Strengthening Resilience to Disasters and Displacement Risks is a three (3) year project being implemented by the International Organization for Migration (IOM). The objective of the project is to build institutional capacity and strengthen national and community resilience to disasters and displacement risks in Vanuatu.
This includes provision and construction of Multi-Purpose Evacuation Centers which will provide a location where communities can come to in time of disaster for shelter and safety. These centers have been approved by relevant authorities in Government of Vanuatu as suitable for construction. In addition, these centers will serve as community centers in times when there is no disaster.
To support the construction of Multi-Purpose Evacuation Centers (MPEC) under The Project for Strengthening Resilience to Disasters and Displacement Risks in Vanuatu. This includes visiting, monitoring, and reviewing the sites where the contractor is doing construction, sharing progress review, observations, and challenges with supervisor, and implementing solutions.

**Description for Internal Candidates**
**Responsibilities for Internal Candidates**
**Under this consultancy, the Site Engineer will:**
- Be primarily field-based and travel to locations where Multi-Purpose Evacuation Centers are being constructed in Efate and Santo, Vanuatu.
- Monitor construction progress on a regular basis and provide updates on site activities and progress.
- Attend coordination meetings related to construction progress and site activities.
- Maintain regular communication and coordination with the contractor’s site team.
- Monitor that the contractor complies with approved construction drawings, specifications, and safety requirements at site.
- Identify construction challenges or technical issues and report them.
- Support the project team in identifying and implementing practical solutions to site issues.
- Coordinate, where required, with relevant government officials and community representatives to facilitate construction activities.
**Performance indicators for the evaluation of results**
**2.1 Construction Monitoring and Supervision**
- Monitor construction activities at the project sites to ensure works are carried out in accordance with approved drawings, specifications, and contract requirements.
- Observe the contractor’s progress and report any delays, technical issues, or deviations from the approved design.
- Assist in verifying construction works at critical stages including foundation excavation, reinforcement placement, structural works, and building installations.
**2.2 Construction Quality Assurance and Testing**
- Monitor construction activities to ensure compliance with approved drawings, technical specifications, and contract requirements.
- Conduct regular inspections of foundation works, structural works, and building component.
- Monitor and verify field testing activities (e.g., DCP tests, material tests, concrete works).
- Ensure construction works meet project quality standards.
**2.3 Health and Safety Monitoring**
- Monitor the contractor’s compliance with Health, Safety and Environmental (HSE) requirements.
- Ensure safe work practices are maintained on site and report any unsafe activities immediately.
**2.4 Coordination with Contractor**
- Maintain regular communication with contractor site staff.
- Support coordination of site inspections and construction activities.
**2.5 Documentation and Reporting**
- Maintain site records including inspection notes, photographs, and daily observations.
- Prepare and submit weekly construction monitoring reports summarizing progress, challenges, safety observations, and quality issues.
- Support documentation required for project monitoring and reporting.
**Qualifications for Internal Candidates**
Diploma or Degree in Civil Engineering, Construction Management, or related field and one year of relevant work experience.
**Experience**
- Experience in construction supervision or infrastructure projects is an advantage
- Knowledge of construction methods, materials, and site construction practices.
- Knowledge of construction safety regulations and site safety practices.
- Experience working in Vanuatu and knowledge of local construction context.
- Possession of a Construction White Card or equivalent construction site safety certification is desirable for site access and safety compliance.
**Skills**
- Ability to read and interpret construction drawings, structural details, and technical specifications.
- Good communication and coordination skills.
- Computer skills required (MS Word and basic MS Excel) for reporting.
- Strong facilitation, mentoring, and stakeholder coordination skills.
**Languages**
For this consultancy, Fluency in Bislama and English language is required. Working knowledge of French is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
**Travel required**
Yes. Travel within selected countries when mutually agreed and in line with IOM’s travel policies.
