**Acted PSEAH Policy:**

The Cashier has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). Procurement Assistant has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organisational policies or codes of conduct according to Acted’s procedures. Procurement Assistant carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.

**Job Purpose**

The cashier is a key member of the finance team at Area Dir ez-Zor.

S/he is responsible of managing payment cycles for program activities in the field, from the coordinator between the acted program and MTA in the field and ensure all stakeholder receive their grant and in good quality and support the Head of Department on any adhoc request for the team.

**Chain of Command**

Under the authority of:

-Area Senior Finance Officer (ASFO)

-Area Finance Officer (AFO)

**Line Management:**

N/A

**Working Relations**

Internal:

\- All Departments, specifically FSL program and WASH/SNFI program and CCCM program.

- Area Coordinators (DAC and AC)

External:

\- Supplier, Service providers & Contractons

- ACTED Bénéficiaires and ILs

## **OBJECTIVES**

1. Ensure that payments are made efficiently and promptly as per ACTED internal rules and processes.
2. Support Coordination between the agent MTA and ACTED program in the field.
3. Ensure that all beneficiaries (CFF-CIH, CFW, MSME, …) and incentive Labours (ILs) receive the correct amount of money in good quality from MTA.
4. Support to make sure that the documents (Payment sheet, Payment list, Payment vouchers) are correct before any payments are made.
5. Ensure that all relations with the stakeholders we work are conducted in a respectful and consultative manner.

Ensure the confidentiality of data and documents and inform the department head of any violations or complaints from stakeholders.

## **Duties & Responsibilities**

1. ### **Payment Management**


1. all beneficiaries (CFF-CIH, CFW, MSME, …) and incentive Labours (ILs) receive the correct amount of money in good quality from MTA.
2. Support to Liaise and proceed with suppliers/services and HR payments and Logistic payments when approved by the authorized ACTED staff and as per ACTED regional rules and processes;
3. Support to prepare payment vouchers as per ACTED internal manual;
2. ### **Archiving Management**


1. **Make sure all payment vouchers and related documentation are scanned and archived as per ACTED internal standards;**
2. **When needed, receive the safe keys, and prepare the cash count for review and archiving.**

**Key Performance Indicators**

• Number of all beneficiaries (CFF-CIH, CFW, MSME, …) and incentive Labours (ILs) receive the correct amount of money in good quality from MTA.

• Support to Liaise and proceed with suppliers/services and HR payments and Logistic payments when approved by the authorized ACTED staff and as per ACTED regional rules and processes;

• % support to make cash count matching the accountancy.

• % Support of scanned documentation archived and sent on time (monthly paid)

• % Support of payment done within the timing of the signed contract

• % Support of salary payment made before the 30th of each month

**QUALIFICATIONS**

**•Essential Qualifications:**

• Minimum of 1 year of total experience

• Experience as cashier/Finance Assistant, archive and accounting minimum 6 months

• Educational level (minimum institute) in relevant (business management, accounting, administration, economics, mathematics, etc.)

• Residence in Dier ez-Zor government

**PREFERRED QUALIFICATIONS:**

• Experience in specific software such as Excel and Word

• Working level in English is required.

• Ability to travel locally and regionally, if necessary.
